Afghani policemen and frontier men will be trained at the training centers on the territory of Kazakhstan. In this way our country that is OSCE chairman is going to contribute into stabilization of situation in Afghanistan. Kanat Saudabayev, incumbent OSCE chairman-in-office, Secretary of State and Minister for Foreign Affairs of RK has said this at the international conference in Kabul. Conference of such level and scale wasn’t held in Afghanistan for the last 40 years. Representatives of 70 countries took part into it and 13 000 policemen and 3000 military men provided security for the conference participants. Despite unprecedented security measures, the blast killed two men on the eve of the conference in the Afghani capital. Besides, the Kabul airport was shot with jet shells. But all this didn’t impede the conference. President of Afghanistan, Hamid Karzai announced about initiating of program of national reconciliation and re-integration.

- From 2014, all responsibility for the provision of security, as well as the implementation of national priorities and programmes will transfer to the Afghanistan side. It is advisable that half of those funds, which are allocated by the international community and the USA in particular for programmes on the development of the country, will pass through the budget of Afghanistan.
The international community is worried about the problems of Afghanistan. It is the one of the poorest Asian countries and is witnessing continuing wars. 70% of the population is unemployed and 90% of the budget is formed due to donors. The representatives of large countries want to see Afghanistan as a stable, democratic and prosperous state and that is why the world community will assist in the implementation of the National Strategy for the Development of the Country. Kazakhstan, as the chairman of the OSCE, in interested in tackling this problem.

- At the informal OSCE summit in Almaty, which happened only recently, the president of Kazakhstan Nursultan Nazarbayev noted that there is no doubt that the OSCE is in need of a new strategy relating to Afghanistan. The strategic approach of Kazakhstan to the issue of Afghanistan has become one of the bases of the historical consensus on carrying out the OSCE summit this year in Astana.
Kazakhstan has been helping Afghanistan for many years. For example the country allocated 2.5 million US dollars for the construction of schools, hospitals and roads. Kazakhstan also sent 2 thousand tonnes of wheat to Kabul as humanitarian aid. Within the next five years it is planned to allocate another 50 million US dollars for the education of 1000 Afghanistan Students. Moreover, police and customs officers of Afghanistan will undergo advanced training in Kazakhstan. It will be the contribution of Kazakhstan towards the provision of security in Afghanistan.

- I would like to stress one more the importance of change of fighting paradigm with current challenges that come from the territory of Afghanistan, removal of accent from military-police methods for the liquidation of sources of these challenges. The main goal of the OSCE and international coalition is to help Afghani people to transfer the society from the armed counteraction for the creative rails.

Kanat Saudabayev discussed practical issues of the Astana summit of the OSCE heads of states with the US Secretary of State Hillary Clinton. Hillary Clinton noted that the forthcoming summit should become a very important event. At the meeting with Kanat Saudabayev, the president of Afghanistan Hamid Karzai said that he will participate in the summit in Kazakhstan with great pleasure. Moreover, the president of Afghanistan expressed particular gratitude to Nursultan Nazarbayev for his initiatives on the programme of educational cooperation.
