Kazakhstan’s Prime Minister Karim Massimov has answered a few dozen questions which are topical for all people of Kazakhstan. The industrial programme was launched and the banking system was stabilized with unemployment rates reduced regardless of the world financial crisis. According to the thinking of the Head of the Cabinet, the anti-crisis programme, a good situation on the world markets for oil, gas, grain and metals all played a key role in achieving GDP growth. Reporting on this success, Karim Massimov also spoke about some new tasks. The forthcoming year, 2011 is expected to be a difficult one for the world economy while Kazakhstan’s government is planning to expand the number of social tasks through the enlargement of budgetary income.
Karim Massimov, Prime Minister of Kazakhstan:
- We must be prepared for more possible surprises that we will face. It is necessary to create a favorable investment climate for foreign and domestic investors, to create an incentive to invest primarily in non-raw material sector of the economy. This is reduction of administrative barriers, streamlining the tax regime, investment and other areas. Much has been achieved, but more must be done.
Meanwhile, this year the government intends to solve some social problems due to the increase of income of budget.

- In September, we will go to parliament with expanded budgetary income. Thanks to this, we will do our best to solve many social problems which still exist in Kazakhstan and which can be solved now without having to wait for 2011. On the instruction of the head of state, I have been paying visits to the regions where I can see the existing problems which can be solved now.
At the same time, the government is working on some state programmes for the development of healthcare, education and languages. The strategies designed for the next decade will start working next year. Along with them, a new programme for the provision of drinking water will be launched. Answering questions posed by journalists, the Prime Minister also mentioned food safety. This year’s yield, according to Mr. Karim Massimov will not break any records but it will be good enough. Moreover, the Prime Minister also promised to retain affordable bread prices.

- I would like to stress once again it is enough grain in the country and it is purchased for affordable prices, so we'll keep, including in terms of intervention, the affordable price of bread for consumers.
The head of the Cabinet also said fuel prices will remain unchanged while Kazakhstan is also planning to share its experience in the state regulation of the oil products market with Russia, its main Customs Union partner.

- We currently hold consultations, coordinate policy for Russia to examine the experience of Kazakhstan and, perhaps, somewhere to use it. Because there are higher excise taxes on fuel there, it also affects the pricing, taxation, we have lower in the case of oil refining at the territory of Kazakhstan. This issue needs to be settled in a manual mode. We promise stability. And it will be.
The Prime Minister saw personally the successful launch of the Customs Union, while visiting the border regions.
Karim Massimov also announced that the money of the victims of the shared construction scheme would be returned soon.

- On behalf of the President, I convened a special meeting with security agencies, which set a clear objective to accelerate the return of resource issues that have been stolen by unscrupulous developers. And as soon as these resources are returned, the expense of these funds just will solve the problems, which still remain.
Prime-Minister, having examined the results of sociological surveys, concluded - social mood Kazakhstan improves.
Karim Masimov, Prime Minister of Kazakhstan:
- There is always a group of people, which will refute my words saying “He does no life”. People had less losses of past crises of 2008-2009 and that the president took such a decision - raising pensions, social benefits and in 2009, and in 2010 year, although probably very few countries in the world allowed itself to do this, we on the contrary have been reductions in the opposite direction – all this played a positive result.
In conclusion, evaluating the work of his team, Karim Masimov said: “The government is a very friendly team that clearly errands for the head of state”.
