Kazakhstan and Russia – partners forever

Nursultan Nazarbayev and Vladimir Putin participated in forum of heads of frontier regions of Kazakhstan and Russia in Uralsk. The Presidents aim to increase goods turnover between two countries. This year goods turnover between two states is to increase $10 billions. And Presidents are sure that it is not the limit. Western Kazakhstan borders with 5 Russian regions. Today 7 Kazakhstani and 12 Russian oblasts join on the border. Relations among them are have long history but the cooperation collapsed after the USSR had disintegrated. At present the old interrelations resume. Development of frontier cooperation is the priority for «Ak Orda» and Kremlin. The first forum of such type was held in Omsk in 2003. Then the Presidents gathered the governors and akims in 2005 in Chelyabinsk. Every frontier region presented its stand at the exposition that was visited by the Presidents. Tair Mansurov, akim of North Kazakhstani oblast says that «Biokhim» complex was constructed to make Kazakhstan enter 50 most competitive countries of the world.

Victor Khrapunov, akim of East Kazakhstani oblast:
- Kazakhstan expands work with Altai region, Novosibirsk oblast, we construct the road Ridder-Gorno-Altaysk and supply the east of Kazakhstan with timber.

Krymbek Kusherbayev, akim of Mangystau oblast:
- As for cooperation with Russia, according to the results of 2005, goods turnover was over $600 millions, this year - $1 billion. We have possibility to draw it to $3 billions.

Pavel Ipatov, governor of Saratov oblast:
- Today’s task is to enter newer level of cooperation, we will present the project of international center of frontier trade.

Nikolai Maxyuta, head of administration of Volgograd oblast:
- The Volgograd oblast has been working with Kazakhstan for a long time in machine building and agrarian sector. Today’s forum will give us possibility to improve our relations on cattle breeding and farming.

Kazakhstan and Russia also pay much attention to the humanitarian cooperation. The year of 2006 is declared to be the Year of Abai in Russia and Year of Pushkin in Kazakhstan. The monument of great Kazakh enlightener was opened in Moscow. And new museum of Pushkin appeared in Uralsk. Poet visited this city in 1883 and collected here much material for his «Captain’s Daughter» during two days. The Presidents visited this museum and went to the oblast akimat. The main part of the frontier forum was held here.

Nursultan Nazarbayev, President of RK:
- The main is that we comprehend how to reach higher limits of our strategic cooperation. Trade and economic cooperation is developed dynamically in all the directions in frontier regions. Most vital issues, including foreign political, economic, cultural and many other issues cross here and found interrelations with neighbors between our states. Frontier regions are generators of economic integration. They make 70 % of bilateral change of goods and services.

Vladimir Putin, President of RF:
- I must note that Uralsk and West Kazakhstani oblast are the successful place of holding our forum. The longest area of state border with Russia is over 1500 km. Five Russian regions border with it. And Uralsk is unique as it is situated on the turn of Europe and Asia. This city has a rich history and I am sure, perspective future. Seizing an opportunity I would like to express gratitude to the akimats of West Kazakhstani oblasts and Uralsk for kindliness and hospitality and thank the city residents for cordiality they met the Russian delegation. We saw this at the city streets.

Six documents were signed according to the results of the meeting. The agreement on construction of joint checkpoints for cars at the border is among the signed documents. Also protocol on changes and additions to the agreement on interaction of law enforcement agencies on making order at the territory of Baikonur was signed. Bank of Development of Kazakhstan and Foreign Trade Bank if Russia adopted the program of actions on support of regional cooperation and trade-economic ties between frontier regions. Agreement on founding of joint enterprise on the basis of Orenburg gas-transferring plant is also very important one.

Nursultan Nazarbayev, President of RK:
- I want to stress once more that it is the largest point of cooperation between our countries. Kazakhstan and Russia become co-owners of Orenburg plant 50/50 and about $1,5 billions will be invested into its expanding, and Kazakhstan will invest half of this sum. Sure, it is profitable both for Orenburg and West Kazakhstani oblasts in all the directions. So, frontier cooperation is one of the most important factors in Kazakhstani-Russian relations.

Vladimir Putin, President of RF:
- I would like specially to thank Nursultan Abishevich for the initiative of holding of such forum. It was really necessary and effective. The conversation was very interesting and important. Singing of several agreements is the result of the forum. I should note that inter regional and frontier cooperation is the important part of whole Kazakhstani-Russian relations. According to the experts, this year volume of frontier trade approaches $12 blns.

It was noted at the final press conference that vector of Kazakhstani-Russian cooperation has been changed recently. Now our republic actively invests into business development in Russia. Nursultan Nazarbayev explained this with rapid economic volume of Kazakhstan.
