An extended sitting involving government heads of regions and the cities of Almaty and Astana was held in Astana

Karim Massimov defined the main directions of work according to which activity of center and regions will be coordinated. Extended sitting of the government included only one report. Previously the Prime Minister had attentively listened to the heads of regions, welcoming each of them and discussing topical local issues. At the conference on Friday the head of government set tangible tasks before the heads of the regions and ministries.

Karim Massimov, Prime Minister of RK:
- Zagipa Yakhyanovna, you get the first task. 30 centres of population service were created by the president’s command under Your guidance. This experiment had both positive and negative estimations. Now You have to generalize it, make conclusions and eliminate all flaws so that the population service centres can provide people with readily available and high-standard services.

Karim Massimov said that state service standards and indicators of civil servants’ efficiency will have to be developed in respect to administrative reform. These new indicators will help to judge how efficiently civil servants deal with their tasks.

Karim Massimov, Prime Minister of RK:
- My stance is the following – I think there should be between 5 to 7 programmes maximum. They will define the priorities for the attainment of tangible results. I am talking not simply about the reduction in Government-approved programmes, but about the general change in the approach to planning and management.

There will also be reformation of inter-budgetary relations providing for the government’s transfer of power to city administrations during the planning of a budget, spending money and making decisions. Responsibility for everything done in this regard will also be raised.

- Local executive agencies will be granted certain independence in financial management. Simultaneously, control over the final results which we will use to estimate the quality of your work will be intensified.

Development of regions is also high on the agenda. Every enterprise or factory should give real output. This is a time of break-through investment projects which will lead to economic diversification – the Prime Minister said. Given this situation, some sectors might impede the fulfillment of the plans.

Karim Massimov, Prime Minister of RK:
- A growing economy requires increasingly more electric power and in 2009 there is a risk of a power deficit amounting to 4 billion kilowatt hours. Moreover, the sector’s infrastructure is 70% worn-out. Big electric power stations should be re-constructed and modernized undertime.

Heads of regions will have to focus their efforts on the struggle against unfair competition, on social development, on the improvement of objects of infrastructure, on the development of competitive opportunities of agrarian sector and the stimulation the development of the official language.
